Javier Ruperez was Spain’s Ambassador to the US between 2000 and 2004. He had been Ambassador to the Madrid Session of the Conference on Security and Cooperation in Europe and Ambassador to NATO. He was Assistant Secretary General and Executive Director of the Counterterrorism Committee at the United Nations Security Council in New York between 2004 and 2007. As a Spanish diplomat he has served in Addis Ababa, Ethiopia, Warsaw, Poland, Helsinki, Finland, and Geneva, Switzerland. He actively participated in the negotiation and drafting of the Helsinki Final Act.  He was the Chief of Staff of the Undersecretary and of the Minister at the Spanish Foreign Ministry. 

Involved in politics since his university years, he was active in the Christian Democratic movements and became Secretary for International Relations and Member of the Executive Board of the Union of the Democratic Center, the party of Prime Minister Adolfo Suarez. He was elected Member of the Spanish Parliament in 1979 and reelected several times, as a representative or a senator, until 2000. He was Chairman of the Foreign Affairs Committee and of the Defense Committee of the House of Representatives. He was Secretary General and then President of the Christian Democratic International, President of the Parliamentary Assembly of the OSCE and President of the NATO Parliamentary Assembly. He was President of the Spanish Christian Democratic party and between Vice-president and Member of the Executive Board of the People’s Party, led by Primer Minister Jose Maria Aznar. He was the President of the NGO “Fundacion Humanismo y Democracia” between 1989 and 2000.

He has published several books on foreign policy, international relations and the fight against terrorism. He was kidnapped by the Basque nationalist terrorist group ETA and held for a month, in November and December 1979. He has also published  a novel and a book of short stories. He is a regular contributor to the Spanish daily newspaper “ABC” and to the Spanish digital daily “El Imparcial” and his essays have appeared in “Revista de Occidente”, “Cuadernos de Pensamiento Politico”, “Politica Exterior”, “Boletin del Instituto Elcano”, “Cuenta y Razón” and “Nueva Revista”, among other publications.

From 2011 to 2015 he was a Member of the Board of Abengoa Bioenergy, LLC. He is currently Senior Adviser at the Europe Program in CSIS and Member of several Spanish NGOS: “Fundacion FAES”, in Madrid; “Círculo Cívico de Opinión” en Madrid; and “Fundación para la Libertad”, in Bilbao. He is a corresponding member of the “Real Academia de Ciencias Morales y Políticas” in Madrid. He is also a Senior Fellow at the Center for Cyber and Homeland Security at George Washington University. 

He was and remains an active participant in the academic circuit. He has participated in seminars, courses and lectures in several Spanish Universities –Complutense in Madrid, San Pablo CEU in Madrid, Pontificia in Salamanca, Valladolid, Cordoba, Sevilla, ESADE in Barcelona, Menendez Pelayo in Santander- as well as American Universities –Columbia; New York; Loyola and De Paul in Chicago; Brigham Young in Provo, Utah; Eastern Michigan University in Ypsilanti; Madison in  Wisconsin; Central Connecticut State University in New Brittain; New Hampshire Institute of Politics at Saint Anselm College in Goffstown, New Hampshire; Beloit College, Illinois; Georgetown, Washington DC.

A Law graduate from the Universidad Complutense de Madrid, he joined the Spanish Foreign Service after graduation. 

Javier Ruperez holds the rank of Ambassador at the Spanish Diplomatic Service. He has been awarded numerous Spanish and foreign distinctions and decorations.
